I wish to know is it safe to build high ohm in POWER MODE with ss 316L wire? Ohms like 2.2 up to 2.8? My evic vtcmini is updated to the latest firmware.

Technically it is OK provided that it is within 0.1-3.5ohm under power mode. But seriously 2.2 to 2.8 ohm?
It will be difficult building a coil of 2.2 - 2.8 ohm with SS316L. a normal wire strength assumed you would need around 20 wraps. How are you going to get this into a build deck?

And yes, why?

Kanthal i can not stand,my lungs and throat suffer bad,I mean really bad, the worst experience in my 7 months vaping and i am very ,very serious (i have tried 4 different awg,low and high ohms),nichrome 80 is OK, (taste at first a bit metalic but OK),for titanium wire i have no interes. I have tried only 26 awg ss 316 L and 28 ss 316 L awg,(yes a bit problematic to build high ohms with this 26 and 28 awg).Low ohms and TC mode not my preference, for now..Just to mention i use the same ejuice on every coil. Sou now i wish to try 30 awg and 32 awg ss 316L,according to steam-engine.org its going to need from 9 to 13 wraps on 3 mm ID. Why high ohm with ss wire? Well, battery life,good flavor(for me),less dry hits (maybe hehe).Ohh, and yes i am M2L vaper,max 20 watts of power.Now i go to shoping.When my wire arrives i will leave my experience.
According to my observation with SS316L it has a slow ramp up time. I tested many many self build coils. I'd say 10 wraps when using 28 ga is about the maximum. With too many wraps the center of the coil will get quite hot and may start burning the cotton, while the outsides are still metallic. To avoid that to a degree you could use compacted coils, but then only in Power mode.

I think using SS316L 1.2 - 1.5 ohm is kind of the natural limit, depending on the wire strengths and coil diameter. If you use too thin wire then the coil is hard to build, since SS is softer than Kanthal. You would better use a tank that can handle wider diameter coils.

Actually the Joyetech SS BFF 1 ohm coils vape quite well with a tighter draw, and they can do with 15 W or so. I see there is a huge trend to lowest ohm and big cloud, all the new developments seem fitting into that segment. I wonder what is going to happen with people like us. But 2 ohm would not be my territory either.
